The Energy Performance of Buildings Regulations implement the EU Energy Performance in Buildings Directive. The aim is to ensure that new buildings, as well as large existing buildings undergoing refurbishment, meet certain minimum energy requirements. From 10 September 2007, all homes in England and Wales with three or more bedrooms will need a Home Information Pack (HIP), which includes a home energy rating. The Pack includes an Energy Performance Certificate (EPC), containing advice on how to cut carbon emissions and fuel bills. Also included are documents such as a sale statement, searches and evidence of title. Landlords will be responsible for providing EPCs for all non-domestic buildings sold, let or constructed over 500m2 from 6 April 2008. EPCs for all other non-commercial buildings come into force from 1 October 2008. EPCs will be valid for ten years. Display Energy Certificates (DECs) based on actual energy data will be required in buildings occupied by public sector organisations offering a service to the public (not hotels, shopping centres). The building occupier will be responsible for producing the DEC.
