Social inclusion is about reducing inequalities between the least advantaged groups and communities and the rest of society, for example programmes for financial inclusion, providing opportunities and developing skills, and reducing poverty. Affordable housing - ‘Affordability' is a measure of whether housing may be afforded by certain groups of households. Affordable housing refers to particular products outside the main housing market - social rented housing and intermediate housing (e.g. shared equity) available for and at a cost low enough for households whose needs are not met by the housing market. In July 2007, the UK Government published a Green Paper on ‘Homes for the future: more affordable, more sustainable' which sets a target for at least 70,000 more affordable homes a year by 2010-11.
In communities where a need for affordable housing is identified, local plans include a policy for seeking an element of affordable housing on suitable sites.
Planning Policy Guidance note 3 (PPG3): Housing sets out the UK Government's policy on how the planning system can contribute to the overall supply of affordable housing.
